  • Review of the 2023 Expenses and 2024 Budget
    • Reviewed the budget and there were no questions. The only change to the 2024 budget is that our road repair expenses will increase slightly; now that we have received the quotes for the road repair.
    • The FCOA $800 Dues are due by April 15th. There is a late fee if payment isn’t received buy April 15th .
  • Mills Civic Expansion Plan
  • The City of West Des Moines is planning to reconstruct MillsCivic Parkway from South Grand Prairie Parkway to South 91st Street.  The project is being designed to accommodate a 6-lane urban street similar to Mills Civic Parkway east of South 81st Street.  Initially, the city will build a 3-lane road similar to South Grand Prairie Parkway at Mils Civic  The first phase of construction will include construction of a new bridge on Mills Civic Parkway south of the existing bridge over Sugar Creek.  And, replacement of the culvert where Fox Creek crosses Mills Civic Parkway. The first phase of the project is scheduled to begin this spring, but a final schedule is not set. 

 

  • The private water main that currently serves the Fox Creek development runs under the new bridge.  The private water main will need to be relocated away from the new bridge.  During construction, there may be short periods of time when the water main will need to be shut down. The Fox Creek Water District will be looking into this. The contractor will provide advanced notice when the water main is scheduled to be shut down and the approximate length of the water outage. The City will pay all expenses for replacement of the bridge and box culvert except for the costs required to relocate private utilities within the right of way.  Per City Code, private utilities located within the right of way are relocated at the expense of the private utility.  This would include relocation of the private water main. 

 

  • Any pavement removal and replacement on MillsCivic Parkway required for construction of the bridge and box culvert will be paid for by the City.  They don’t anticipate having to do any pavement replacement in the intersections of Fox Creek or Waterberry.  If pavement replacement is necessary to relocate the private water main, the owner of the water main will be required to remove and replace the pavement.

 

  • Update on Ongoing Road Overlay Plans
  • We asked Central Asphalt to come and look at all of the Fox Creek roads and determine which cul de sac was in need of the most repair. They reported that Hi-View Knoll and Jerry TRL are in the most need. In order to not have to pay for road repairs this year (on those roads), the board voted, and we will move forward with the road overlays for these two cul de sac’s in 2024. The cost to complete these overlays is $43,869.21.
  • Central Asphalt will also be requested to review the Fox Creek overlay and repair any cracks that have shown through since it was laid last year, 2023.
  • Review Culvert Details Received from Civil Engineering Company 
  • Zack Bunkers spoke about his discussions with the Civil Engineering company that investigated our culvert condition. They stated that there is not immediate need to replace the culvert under Fox Creek. But it is something we should start planning for, to happen in the next 10 years. We received a $12,300 quote from Lee Chamberlin Consulting Engineers to complete a topographic study of the culvert, on-site inspection, prepare a written report and provide cost estimates for recommended solutions. We will be receiving a second bid for this work, from another engineering company TBD. The board plans to move forward in 2024 with a civil engineering study to determine next steps.
  • A Storm Water Grant will be looked into, to see if there are any possibilities.
  • Vote for Board Members
    • All present voted for 3 board members, during the meeting.
    • Jason Kratzer resigned as treasurer, and we thanked him for his 3 outstanding years of service.
    • Dan B and Mandy B both began in 2021. There was a unanimous vote to renew their board seats for another term.
    • Dana Huey was unanimously voted onto the Board, to replace Jason’s seat.

  • Homeowner Q&A 
    • A question was asked regarding the FCOA directory. The digital directory that was emailed to all residents in 2023 is still valid.
    • There is an Annual Fox Creek Water Board meeting scheduled for April 15th at 6:30 at the Fox Creek Center.
